"Preppy" or "school style" is a guys nanchatte seifuku fashion. You can see it regularly in Men's Egg Youth. The style doesn't necessarily describe school age gyaruo, just school uniform inspired style, although some models are JK/DK.

I have found no evidence that "kogyaruo" is a term that was used.
